山西省有省级以上各类开发区16个，其中高新技术开发区2个，即太原（国家级）、长治开发区；经济技术开发区14个,分别为太原（国家级）、大同、华信、晋城、榆次、忻州、临汾、阳泉、朔州、运城、侯马、风陵渡、清泉湖开发区及太原民营经济开发区。全省开发区的规划面积为22146公顷，已开发面积3971公顷。

　　各开发区特别注重改善和优化投资环境，坚定不移抓好招商引资工作。山西省级以上开发区对国家产业政策鼓励的项目入区实行登记制；对国家级开发区的基础设施及服务设施项目，国家给予财政贴息贷款；开发区土地收益除上缴国家部分外，其余全部用于开发区内的基础设施和服务设施建设；对入区企业，实行“一个窗口”办公。实行服务项目、办事程序、申报材料、办理时限、收费标准“五公开”，对投资商咨询事项，实行首问负责制，再问终结制；实行一条龙服务，投资商入区水、电、暖、路、通讯等基础设施配套，由开发区建设管理部门一个窗口提供服务；中介服务组织按国际规则进行市场化动作，提供金融、保险、法律、营销、信息、财务、商贸、知识产权、证券、审计、劳动仲裁、公证等方面的便利服务；对开发区实行封闭式管理，区外省市部门未经开发区管理部门同意不得到开发区内企业进行检查。

　　Up to the end of 2004, Shanxi has approved 16 various development zones at above province level, in which 2 high and new technology development zones i.e. Taiyuan development zone (state level) and Changzhi development zone; 14 economic and technical development zones are Taiyuan (state level), Huaxin, Jincheng, Yuci, Xinzhou, Linfen, Yangquan, Shuozhou, Yuncheng, Houma, Fenglindu, Qingquanhu development zones and private economic development zones in Taiyuan. The planned area of development zones is 22146 square hectares in whole province and has developed 3971 square hectares. The People’s Government of Shanxi province approved to make Taiyuan Economic and Technical Development Zone, a state level development zone, become a demonstrate zone for connecting Shanxi province with WTO in 2003.
